The form and function of many cities are increasingly marred by congestion, sprawl and socioeconomic segregation, preventing them from experiencing expected productivity gains associated with urbanization. Whether viewed as “land grabs” or as agricultural investment for development, large-scale land deals by investors in developing countries are generating considerable attention. However, investors, policymakers, officials, and other key stakeholders have paid little attention to a dimension of these deals essential to truly understanding their impact: gender. It is easy to laud outside investment in agriculture, or to deride land deals and the accompanying processes as bad or unfair, without looking at the benefits and costs to local men and women.

Numerous studies indicate that agricultural production is sensitive to climate variability, and lack of infrastructure in developing countries increases vulnerability to extreme climate events. In Ethiopia, the historical climate record indicates frequent droughts and floods, which can devastate agricultural production and existing infrastructure. Too much precipitation can flood crops, rot or suffocate roots, and wash out roads, creating similar economic conditions to those resulting from drought.

Since 1985, the Chinese government has given high priority to building roads, particularly high-quality roads that connect industrial centers. This report evaluates the contribution roads have made to poverty reduction and economic growth in China over the last two decades. It disaggregates road infrastructure into different classes to account for differences in their quality, and then estimates the impact of road investments on overall economic growth, agricultural growth, urban growth, urban poverty reduction, and rural poverty reduction.

However, it is becoming harder to reduce poverty and inequality further in China, even though its economy continues to grow. This report compares the impact specific rural public investments can have on promoting growth and reducing poverty and inequality. Returns to these investments are calculated for the nation as a whole and for three economic zones in the west, central, and coastal regions of the country.
